Development from Aviation Obstruction Light Use Permit to Civil Aviation Notice Information Sheet

Aviation obstruction lights belong to special civil airport navigation aids, which are different from conventional household and outdoor lamps. It is necessary to compulsorily grant the production and sales license of aviation obstruction light manufacturers by the Civil Aviation Administration to be able to carry out production and sales, and to ensure the acceptance of the project. The civil aviation qualifications of aviation obstruction lights have been from the initial "Civil Airport Special Equipment Use Permit" to the mid-term "Civil Airport Special Equipment Certification" and the current Civil Aviation Administration official website announcement information table and test report, from 1997 to present , After 22 years of development and transformation.

In 1997, the Civil Aviation Administration of China issued the first batch of "Civil Aviation Special Vehicles and Ground Special Equipment Production Licenses", which included aviation obstruction lights;

On September 14, 2005, the "General Administration of Civil Aviation of China" Order No. 150 was formally implemented, and the license for aviation obstruction lights was uniformly changed to the "License for the Use of Special Equipment for Civil Airports";

In 2013, the Civil Aviation Administration of China changed the "Civil Airport Special Equipment Use Permit" that had been in operation for 8 years to the "Civil Airport Special Equipment Certification";

The times are developing, and China's navigation light industry is also progressing. When the previous standards and specifications cannot keep up with the new pace of development, then another change in aviation obstruction lights and the entire navigation light industry in China is coming quietly and orderly.

On May 21, 2014, the Civil Aviation Administration of China issued a notice on its official website to suspend the acceptance of new applications for the "Civil Airport Special Equipment Setting Certificate" and the revision of the "Civil Airport Special Equipment Use Management Regulations".

On April 1, 2015, the Civil Aviation Administration of China issued on its official website the solutions to the "Civil Airport Special Equipment Certification Certificate", and the issue of quality consistency audits for newly submitted aviation obstruction lights.

On March 9, 2015, the Civil Aviation Administration of China implemented the "Special Equipment Safety Law of the People's Republic of China", the "Regulations on the Administration of Civil Airports" and the "Decision of the State Council on the Fifth Batch of Cancellation and Decentralization of Management-level Administrative Approval Projects >> (National Issue [2010J21] requirements and promulgated the "Regulations on the Management of Special Equipment for Civil Airports>> (for Trial Implementation) (the regulations were officially issued on April 13, 2016, CCAR Part Number: CCAR-137CA R3). Chapter 1: General Provisions "Article 4": Airport equipment qualified by the airport equipment inspection agency recognized by the Civil Aviation Administration of China (hereinafter referred to as the Civil Aviation Administration of China) shall be announced by the Civil Aviation Administration in the form of a notice.

In "Chapter VI: Notices", the requirements for publication in the form of notices are listed in detail. The specific notification process is as follows: the manufacturer sends the airport equipment to the inspection unit recognized by the Civil Aviation Administration for inspection and passes the quality consistency audit, the inspection agency prepares an inspection qualification report and reports it to the Civil Aviation Administration, and the Civil Aviation Administration receives the inspection agency's relevant airport equipment inspection After the qualified report, the name of the qualified airport equipment and other information will be announced in the form of a notice. On October 30, 2017, the Civil Aviation Administration issued the number AC-137-CA-05-2017 <

At this point, the civil aviation qualification of aviation obstruction lights has evolved from the previous "Civil Airport Special Equipment Certification Certificate" to "Civil Aviation Notice", which was published on the website of the Civil Aviation Administration of China. The information of the notice system is the "Civil Aviation Notice)) of the products produced by the manufacturer, and the attachments are the "Civil Airport Special Equipment Inspection Report" and the "Civil Airport Special Equipment Inspection Report".

For new qualified aviation obstruction light manufacturers that comply with the latest national/industry standards and regulations, detailed information on the aviation obstruction light civil aviation qualifications they have obtained can be found on the official website of the Civil Aviation Administration. As of July 9, 2019, there is only one manufacturer that has previously obtained the "Civil Airport Special Equipment Certification Certificate" and the certificate is within the validity period. Shanghai Flylight Technology Co., Ltd. is one of the manufacturers that meet the latest aviation obstruction light standards and specifications and have obtained all inspection reports issued by the designated testing agency of the Civil Aviation Administration. All of its aviation obstruction light products have obtained relevant civil aviation qualifications. The certificate report can meet the project acceptance of civil aviation or military aviation related departments.

2. What are the characteristics of different aviation obstruction lights?

Aviation obstruction lights can be divided into low-intensity aviation obstruction lights, medium-intensity aviation obstruction lights and high-intensity aviation obstruction lights according to the installation height. According to the 2015 "People's Republic of China Civil Aviation Industry Standard MH/T 6012-2015" on aviation obstruction lights, it strictly requires the relevant characteristics of different aviation obstruction lights.

All aviation obstruction lights must meet the requirements of Table 4:

Aviation obstruction light installation characteristics

1. Low intensity obstruction lights

The characteristics of low-intensity obstruction lights should meet the requirements of Table 4 and Table 5. The horizontal beam spread angle of low-intensity obstruction lights is 360°.

The mechanical interface for the edge or bottom installation of Type A and Type B low-intensity obstruction lights should be G3/4 cylindrical pipe thread or G1 cylindrical pipe thread.

3.2 Instruction

In many cases, the aviation obstruction lights purchased can work normally and emit light when tested at the factory, but they cannot emit light normally or emit light abnormally when the project is installed and debugged on site.

The production, debugging and sales of aviation obstruction lights have a series of formal standard procedures. The lamps have been aging and tested for a long time before they leave the factory. According to statistics, the reasons for the obstruction lights not working normally in the project are basically due to on-site construction. The personnel failed to perform the normal wiring of the luminaire in accordance with the installation instructions of the luminaire. In some projects, if the local voltage is too high, the obstruction lights will be burned out directly. Therefore, before proceeding with the lamp installation operation, please read the lamp installation instruction manual to carry out the correct lamp installation work.

Aviation obstruction light signal line with flashing light cable has four cores, brown and black are power lines, gray (blue) line is signal line, and yellow-green is grounding line (PE); if the lamp needs to flash continuously, then After connecting all the wires of the same color in parallel, connect the brown and black wires to the power supply.

How to correctly set the position of aviation obstruction lights? do you know?

For a large object or a group of dense objects, the top light must at least show its high point or high edge relative to the obstacle limit surface to mark the basic outline and range of the object. If there are two or more edges of the same height, the edge closest to the landing zone must be marked. Where low-intensity obstruction lights are used, their longitudinal spacing must not be greater than 45 m. Where medium intensity obstruction lights are used, the longitudinal spacing of aviation obstruction lights must not be greater than 90m.

Suggestion-when the obstacle restriction surface involved is an inclined plane, and the object protruding above the obstacle restriction surface is not the high point of the object itself, an obstacle light should be added to the high point of the object.

When the top of the obstacle marked by the A-type medium intensity obstruction light is higher than the surrounding ground or the top elevation of nearby buildings (when the obstacle is surrounded by multiple buildings) by more than 105 m, an obstruction light must be added in the middle. The additional mid-level obstruction lights must be installed as far as possible between the top obstruction lights and the ground or the top elevation of nearby buildings at an equal distance of no more than 105 m.

When the top of the obstacle marked by the light intensity obstruction light in the B-type aviation obstruction light is 45 m higher than the surrounding ground or the top elevation of nearby buildings (when the obstacle is surrounded by multiple buildings), the aviation obstruction light must Add obstruction lights in the middle. The additional mid-level obstruction lights must be alternate B-type low-intensity obstruction lights and B-type medium-intensity obstruction lights, and as far as possible between the top obstruction lights and the ground or the top elevation of nearby buildings, the height of no more than 52m Set equidistantly.

The location of aviation obstruction lights has certain specifications. The location of aviation obstruction lights must be set without obstruction 24 hours a day to ensure that the flashing of the lamps can be recognized by the aircraft.

Airport sequential flashlight system consists of three parts: sequential flashlight aviation obstruction light, unit control box and main control cabinet.

Low intensity aviation obstruction lights are devices used to warn pilots and air traffic controllers of man-made structures which may represent a hazard to aircraft flight paths. These lights are designed to be visible to both pilots in the air and air traffic controllers on the ground, giving warning of the existence of the structure so that aircraft can avoid them.

The International Civil Aviation Organization has developed standards for the installation and operation of these lights to ensure their effectiveness. According to ICAO Annex 14 Volume 1, low intensity aviation obstruction lights should be used on structures which are greater than 45m (150ft) above the ground and 45m (150ft) in width. The light should be a steady, white, non-flashing light and must be clearly visible from any point within 20km of the structure at night. The lights should also be visible in conditions such as fog, smoke or precipitation.

ICAO Annex 14 also includes specific requirements for the recognition and assessment of the lights. These include the following:

1. The light should be easily recognizable by those with normal night vision, and should not be obscured by other lights.

2. The light should be visible at a distance of 20km at night, regardless of the weather or location of the observer.

3. The light should be of sufficient intensity to be recognizable from any direction and from a variety of angles.

4. The light should be clearly visible from all points on a circle of radius 20km drawn around the structure.

5. The light should be visible such that it does not interfere with or confuse the regular navigation lights of other aircraft.

The International Electrotechnical Commission's IEC 61400-24 standard is also important for the design, installation, and compliance with low intensity aviation obstruction lights. This standard outlines the required specs for the physical components of these systems, as well as performance and operating requirements, maintenance, and testing requirements.

The Academy of Model Aeronautics has developed a document called Standards for Low Intensity Aviation Obstruction Lights which provides guidelines for the use and installation of these lights. This document outlines important considerations such as the different types of aviation obstruction lights, the general requirements for their installation, as well as the specific requirements for individual types of lights.

In India, the Ministry of Civil Aviation has issued a joint notification with the Directorate General of Civil Aviation (DGCA) in 2018, which provides standards and guidelines for the installation and maintenance of low intensity aviation obstruction lights. This notification requires that the lights be installed in accordance with ICAO's Annex 14 and the IEC 61400-24 standard.

These standards and guidelines provide important information on the design, installation, and maintenance of low intensity aviation obstruction lights, which is necessary to ensure the safety of pilots and air traffic controllers.
