On May 30, 2026, Civil Aviation Resource Network reported that Guangzhou recently released its 15th Five-Year Plan Outline. The outline proposes optimizing the functional layout of infrastructure and enhancing the global influence of Guangzhou as an international comprehensive transportation hub city.

The plan includes strengthening the functions of a comprehensive gateway and multi-functional international aviation hub. This includes optimizing the functional layout of the Baiyun International Airport terminal area and implementing the renovation of Terminal 1. It also involves studying the construction of an airport rapid transit system to enhance international transfer service capabilities. Furthermore, it aims to improve the transportation network of Terminal 3 and promote the establishment of air-rail intermodal service centers at Baiyun Station, Financial City Station, and Guangzhou North Station, providing "transfer+" value-added services such as check-in and baggage handling. The plan also promotes the implementation of the Greater Bay Area airspace planning, striving for more airspace, traffic rights, and slot resources, and improving peak-hour capacity standards. It prioritizes expanding international routes with a focus on the six major international economic cooperation corridors and RCEP countries, actively seeking routes to Europe and the United States, and improving the global 12-hour air transport circle. Finally, it encourages China Southern Airlines to leverage Baiyun International Airport to become a world-class super carrier and encourages more airlines to operate as bases. Continuously optimize the air logistics information service platform to promote information sharing and collaborative operations among multiple stakeholders. Study the possibility of increasing dedicated cargo aircraft bays, expanding the deployment of all-cargo aircraft, constructing cargo facilities such as International Cargo Terminal 5, promoting pre-customs clearance services, and enhancing air cargo transport capacity.
