Recently, the Civil Aviation Administration of China released the "Statistical Communiqué on the Development of the Civil Aviation Industry in 2023" (hereinafter referred to as the "Statistical Communiqué"), which shows the development of China's civil aviation in 2023 from 12 aspects, including transport aviation, general aviation, transport efficiency and economic benefits, aviation safety and service quality, education and scientific and technological innovation. The "Statistical Communiqué" shows that in 2023, the transportation production of the civil aviation industry will be restored in an orderly and steady manner, and new achievements will be made in high-quality development. Various production and operation data will show a rapid growth trend compared with the previous year.
The "Statistical Communiqué" shows that in 2023, the industry will complete a total transport turnover of 118.834 billion ton-kilometers, a passenger turnover of 1030.898 billion person-kilometers, and a cargo and mail turnover of 28.362 billion ton-kilometers, an increase of 98.3%, 163.4%, and 11.6% respectively over the previous year; the passenger transport volume will be 619.5764 million and the cargo and mail transport volume will be 7.3538 million tons, an increase of 146.1% and 21.0% respectively over the previous year. The transport airlines in the industry completed 12.209 million transport flight hours and 4.9219 million transport take-offs, an increase of 94.5% and 91.8% respectively over the previous year. The average daily utilization rate of registered transport aircraft in the industry was 8.12 hours, an increase of 3.77 hours over the previous year; the scheduled passenger load factor was 77.9%, and the scheduled load factor was 67.7%, an increase of 11.3 percentage points and 2.7 percentage points respectively over the previous year.
By the end of 2023, there will be 66 transport airlines in my country, the same as last year; there will be 4,270 civil aviation transport aircraft, an increase of 105 over the end of last year. In 2023, there will be 5,206 scheduled flight routes in my country, 255 domestic cities (or regions) with scheduled flights (excluding Hong Kong, Macao and Taiwan), and 127 cities in 57 countries with scheduled international flights of Chinese airlines.
By the end of 2023, there will be 259 transport airports in my country (excluding Hong Kong, Macao and Taiwan), a net increase of 5 over the end of last year. In 2023, the national civil aviation transport airports will complete a passenger throughput of 1.26 billion, a cargo and mail throughput of 16.8331 million tons, and 11.7082 million take-offs and landings, an increase of 142.2%, 15.8%, and 63.7% over the previous year, respectively; there will be 38 transport airports with an annual passenger throughput of 10 million (inclusive) or more, and 63 transport airports with an annual cargo and mail throughput of more than 10,000 tons.
In the field of general aviation, by the end of 2023, there will be 690 traditional general aviation enterprises that have obtained general aviation operating licenses, the number of registered general airports in the country will reach 449, the total number of registered general aviation aircraft will reach 3,303, and general aviation will complete a total of 1.371 million flight hours throughout the year. In terms of civil unmanned aviation, by the end of 2023, there will be 19,825 general aviation enterprises that have obtained general aviation business licenses and use civil drones, 929,000 registered drone owners in the industry, 1.267 million registered drones, 194,400 valid drone operator licenses, and 23.11 million cumulative drone flight hours throughout the year.
In terms of aviation safety, in 2023, civil aviation safety operations will be stable and controllable, with a ten-year rolling value of 0.0249 for major accidents per million flights in transport aviation and 0.0358 for accidents per 10,000 flights in general aviation; civil aviation air defense will continue to be safe, achieving 259 air defense safety months.
In terms of aviation services, in 2023, national passenger airlines will carry out a total of 4.6717 million flights, with an average flight regularity rate of 87.80%. By the end of 2023, 257 airports will achieve "paperless" convenient travel, the paperless travel capacity of tens of millions of airport passengers will reach 100%, and the full-process tracking rate of domestic baggage will reach 77.5%. The industry provided first-time convenient services to more than 19 million people throughout the year. Airports with more than 10 million passengers launched the "easy security check" service for passengers, and the average security check time was reduced by 44.71% compared with the ordinary security check time. The response rate of complaints from domestic airlines at the Consumer Affairs Center of the Civil Aviation Administration of China reached 100%.
In terms of education and technological innovation, in 2023, civil aviation-affiliated colleges and universities will enroll a total of 22,685 students, and 2,600 flight students will be enrolled throughout the year. Civil aviation will undertake 5 national key R&D plan projects and 18 key projects of the National Natural Science Foundation Civil Aviation Joint Research Fund. In terms of the number of professional and technical personnel, by the end of 2023, my country's transport airlines will have a total of 61,480 pilots and 86,520 flight attendants, an increase of 3,626 and 1,827 respectively over the previous year; the total number of valid licenses for Chinese civil aviation pilots is 86,091, a net increase of 4,661 over the end of last year. There are 77,021 licensed maintenance personnel, 11,753 licensed dispatchers, and 18,078 air traffic control personnel in the industry.
By the end of 2023, my country has signed 131 bilateral air transport agreements with other countries or regions, 2 more than the end of last year; there are 32 countries or regions that have established bilateral airworthiness relations with my country, and there are 194 currently valid bilateral airworthiness documents.
In terms of fixed asset investment, in 2023, the total investment in civil aviation fixed assets will be 193.326 billion yuan, of which 124.13 billion yuan will be invested in civil aviation infrastructure and technological transformation, an increase of 0.8% over the previous year.
In terms of green development, in 2023, China's civil aviation ton-kilometer fuel consumption will be 0.292 kilograms, a decrease of 14.3% from 2005 (the base year for the industry's energy conservation and emission reduction targets), and the average energy consumption per passenger and carbon dioxide emissions per passenger at airports will decrease by 38.4% and 60.5% respectively from the baseline (2013-2015 average).
