Huang Weilun, Deputy Secretary for Finance of the Hong Kong Special Administrative Region Government, and several policy bureau chiefs held a press conference on the same day to announce the relevant details.

Huang Weilun said that with the aging of Hong Kong's social population and the shrinking of the structural workforce, the construction and transportation industries are facing manpower shortages. The SAR government will adopt two methods to deal with it at the same time. On the one hand, it will implement labor importation schemes for the construction and transportation industries, and on the other hand, it will alleviate manpower shortages in other sectors by optimizing the supplementary labor scheme.

Ning Hanhao, Director of the Development Bureau of the Hong Kong Special Administrative Region Government, said that in the next five years, the shortage of skilled and semi-skilled workers in Hong Kong will rise from nearly 20,000 to more than 40,000. Therefore, it is suggested that the quota for the construction industry's imported labor plan be capped at 12,000. Imported laborers will be given priority to joining large-scale public projects, because these projects can take care of the interests of the general public and are closely supervised by government departments or statutory departments.

Lin Shixiong, Director of the Transport and Logistics Bureau of the Hong Kong Special Administrative Region Government, said that the current shortage of manpower in the aviation industry, public light buses, and passenger vehicles is the most serious and urgent. Among them, the aviation industry has rebounded rapidly since Hong Kong’s full customs clearance. It is estimated that the manpower gap in the aviation industry will reach 16,000 by the end of 2024. As for the labor importation of the public light bus and bus industries, according to figures from the SAR Government, there is a shortage of 1,980 and 1,620 public light bus and bus drivers respectively, while the upper limit of the quota for the relevant plan is 1,700, of which 900 are public light bus drivers and 1,620 bus drivers. 800 drivers.

Sun Yuhan, Director of the Labor and Welfare Bureau of the Hong Kong Special Administrative Region Government, stated that the Special Administrative Region Government will optimize the existing supplementary labor plan, including suspending the implementation of the existing 26 job categories and the general prohibition of non-skilled or low-skilled jobs from importing labor for a period of two years. Related jobs include waiters, receptionists, cashiers, clerks, operators, delivery clerks, and more.
