Civil Aviation Resource Network October 18, 2022 News: On October 17, the European Union and ASEAN signed a comprehensive air transport agreement, the world's first inter-regional aviation agreement. The agreement takes effect immediately.

The agreement will replace more than 140 bilateral aviation agreements between the EU and ASEAN member states, providing a single modern agreement for air transport services between the EU and ASEAN. Member States that do not have bilateral aviation agreements will also be covered by the new agreement. This will simplify the administrative requirements required for air operations between the two regions.

Under the agreement, all EU airlines can operate direct flights from any EU airport to all ASEAN airports, and vice versa. This will enhance the competitiveness of EU and ASEAN airlines on inter-regional routes.

Both parties can use the third and fourth freedom rights to perform passenger and cargo flight services between any airport in the EU and ASEAN. This will enable more new routes between the two regions than the original bilateral air agreement.

Airlines can operate 14 passenger flights per week from EU member states to third countries through fifth freedom rights, with unlimited cargo flights.

The agreement also provides for aviation safety, security, air traffic management, and environment and society.
