On July 23, 2026, Civil Aviation Resource Network reported that the Anhui Provincial Department of Transportation recently issued a centralized response to proposals received from members of the 13th Anhui Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) during the Fourth Session of the 13th Anhui Provincial Committee of the CPPCC.
Regarding the proposal submitted by CPPCC member Ha Dayan concerning "enhancing the development capacity of Hefei Xinqiao Airport," the Anhui Provincial Department of Transportation issued the following response.
Regarding attracting base airlines, the Anhui Provincial Department of Transportation has been continuously engaging with leading airlines such as Air China, China Eastern Airlines, China Southern Airlines, and Shenzhen Airlines, deepening existing cooperation with China Eastern Airlines and Western Airlines bases, and promoting China Eastern Airlines to expand its overnight fleet in Hefei, gradually increasing its on-site capacity. Addressing the high costs and difficulties in establishing an independent airline, the department is simultaneously promoting cooperation with existing airlines to establish bases and to entrust existing airlines with the management and operation of purchased aircraft to ensure air cargo demand.
Regarding key airport project construction, the Anhui Provincial Development and Reform Commission and the Provincial Department of Natural Resources have maintained regular communication with national ministries and commissions, tracking the approval processes for land acquisition, site selection, and land use pre-approval for the flight area in real time. They are also coordinating passenger flow development across the province to reach the 15 million passenger capacity threshold as soon as possible and are making every effort to expedite the approval of the second runway project.
A major breakthrough has been achieved in the S1 rail transit line. The S1 line project has completed all key stages, including trial operation without passengers, full-scenario testing, and fire safety inspection. The section from Xinqiao Airport to Hefei West Railway Station will open in 2026, enabling direct rail access to the airport and seamless air-rail transfers. The next step will be to continuously optimize public transportation connections along the line, simultaneously accelerate the construction of the Shouxian section, and expedite the full line's opening. This will comprehensively improve Xinqiao Airport's multi-level transportation system, effectively addressing the current issues of limited transportation options, long travel times, and high costs, and comprehensively enhancing the airport's radiation capacity and overall competitiveness.
Regarding aviation development funding policies, the Anhui Provincial Department of Transportation is coordinating fiscal funds to optimize aviation support policies, adjusting passenger transport increment subsidies in stages, simultaneously increasing cargo transport increment subsidies, strengthening international cargo support, and narrowing the policy gap with neighboring provinces. Currently, the new policy is soliciting opinions and is expected to be issued before the end of the year.
Next, the Anhui Provincial Department of Transportation will prioritize enhancing the development capacity of Hefei Xinqiao Airport as a key task in opening up to the outside world and building a strong transportation province. It will actively promote key tasks such as attracting base airlines, airport expansion and renovation, transportation infrastructure development, funding subsidies, and the construction of cross-border ports. The department will also coordinate various provincial and municipal resources to work together to continuously narrow the gap with surrounding hub airports, fully implement the positioning of regional aviation hub and international air cargo center construction, and better serve the high-quality economic and social development of the province.
