Civil Aviation Administration of China releases "Guidelines for Air Transport of Live Animals"
Recently, the Civil Aviation Administration of China issued the "Guidelines for the Air Transport of Live Animals" (hereinafter referred to as the "Guidelines"), which aims to further enhance the support capabilities and service quality of live animal air transport, improve industry management levels, and ensure the safety of air transportation.

The "Guidelines" consist of 6 chapters, clarifying the scope of application, compilation purpose and related definitions, putting forward specific requirements for the health status of live animals delivered by the shipper, transportation documents, transportation containers, marking and labeling, etc., as well as requirements for the carrier and the ground. Clear regulations have been made on service agents’ live animal collection and transportation inspection operations, assembly operations, temporary storage operations, container loading and unloading operations, captain information notification, delivery operations and personnel training. In the information disclosure section, the Guidelines provide guidance on how carriers should formulate and publicize the company's live animal transportation policies and procedures to the public. The Guide also includes emergency operational guidance for animal escapes and flight delays.
The seven appendices of the "Guide" not only provide examples of guidance materials for temporary storage of live animals, loading and unloading personnel and emergency response personnel, clarify the transportation requirements for common live animals, but also provide information on possible encounters during transportation. Typical questions received are answered, and samples of shipping documents such as shipping certificates, receipt inspection sheets, and captain’s notices are also included in the appendix.
The "Guidelines" will provide guidance for shippers, carriers, and ground service agents engaged in work related to the air transportation of live animals, and provide a basis for the Civil Aviation Administration of China to perform its regulatory responsibilities. Relevant service providers can refer to the content of the "Guide" and combine their own business realities to carry out live animal air transportation in a targeted manner. Regional civil aviation administrations and regulatory bureaus will supervise and inspect the air transportation of live animals by service providers such as carriers and ground handling agents within their jurisdictions in accordance with the Guidelines.
