On December 7, 2025, Civil Aviation Resource Network reported that, according to foreign media reports, India's aviation regulator warned IndiGo, India's largest airline, on Saturday, stating that it would take regulatory action against it. This followed IndiGo's cancellation of thousands of flights over the past week, resulting in massive passenger delays and forcing the government to take measures to curb soaring airfares caused by the crisis.

IndiGo's flight cancellations were attributed to its failure to adequately prepare for new regulations restricting pilot working hours, leading to a pilot shortage.

The Directorate General of Civil Aviation (DGCA) issued a notice of explanation to IndiGo CEO Pieter Elbers, requiring him to provide an explanation within 24 hours regarding the airline's massive flight disruptions.

The notice stated: "Such large-scale operational failures indicate significant oversights in the airline's planning, supervision, and resource management, and there is preliminary evidence that IndiGo violated regulations concerning pilot rest and duty schedules."

An aviation expert pointed out that IndiGo not only violated relevant regulations but also increased domestic flights without adding crew members and pilots. Experts say that airlines had more than a year to prepare for the new regulations, and that the crisis was "an avoidable oversight by a company that knew it was too big to ignore."
