In the early morning of December 15, 2023, two verification flight aircraft and six verification vehicles completed a series of actions such as crossing the runway, taking off, and landing in an orderly manner at Shanghai Hongqiao International Airport. With the status lights of the two runways automatically and accurately Completed the on and off instructions again and again, the flight verification task of the country's first set of tens of millions of airport runway status light systems was successfully completed by East China Air Traffic Control, Hongqiao Airport, China Eastern Airlines and other parties under the guidance of the Civil Aviation East China Regional Administration. The system will be put into trial operation after the relevant air traffic notices take effect, allowing air traffic control, airports and airlines to jointly establish a barrier to maintain runway safety.
Runway Status Light System (RWSL) technology refers to transmitting information directly to pilots and vehicle drivers through lights to inform accurate and timely runway occupancy status. The runway status light system can assist the air traffic control tower in guiding the aircraft to complete actions such as crossing the runway and taking off by controlling the runway status lights on the basis of the tower control commanding the aircraft's actions. It functions as a "traffic light on the runway" and can reduce the cost by 70%. The probability of runway intrusion is high, combined with traditional air traffic control command, to achieve dual operational safety guarantees.
Runway incursion is one of the four major danger sources for air traffic control. With the rapid growth of flight volume, the pressure on runway safety assurance is increasing day by day. Therefore, the Air Traffic Control Bureau of the Civil Aviation Administration launched the "Research and Demonstration Application of Runway Incursion Prevention Technology" technology project in 2017. The East China Air Traffic Control Bureau, as the main responsible unit, participated in the research and verification of this topic and completed the project in 2019.
Based on the verification results of this project, Shanghai Hongqiao Airport launched the runway status light system project. The Hongqiao Airport runway status light system consists of 22 sets of runway entry lights and 4 sets of takeoff waiting lights. Its operation control program includes monitoring data processing subsystem, control processing subsystem, lighting monitoring subsystem, etc., adapting to my country's civil aviation operation requirements and industry standards, filling the gap in the field of domestic navigation lighting intelligent control systems. The project started in September last year, and the supporting communications, power supply, and air traffic control facilities all use the latest domestic equipment.

As the first 10-million-level airport in China to apply this system, Hongqiao Airport faces challenges such as the lack of reference precedents and the complex runway surface structure. The airport has developed adjustable lamp bases through technological innovation and optimized construction techniques to solve problems such as pavement height differences and foreign object prevention on the runway. Hongqiao Airport has also compiled an equipment manual, which provides a full set of reference points for the future application of this technology in airports of the same type. Usage plan. The East China Air Traffic Control Bureau has established a leading group for the application promotion of the runway status light system, led by the main leaders, and jointly promotes the application and operation of the runway status light system with Hongqiao Airport, and is deeply involved in the design, installation and commissioning, and functional testing of the runway status light control and processing system. and other preliminary construction work, propose functional requirements and technical implementation plans that meet actual operations; actively carry out preparatory work before operation, research and design system operation logic, continuously optimize system configuration parameters, effectively formulate flight verification plans, and continue to explore system operation model, committed to providing reference solutions for the civil aviation industry.
Hongqiao Airport's runway status light system is expected to be fully put into use next year, which will further improve the efficiency of air traffic control tower controllers' instruction transmission, reduce the probability of runway intrusion, and effectively improve runway safety margins and airport operation efficiency.
