The General Administration of Customs, the National Immigration Administration, and the Civil Aviation Administration of China issued a notice on several measures to further promote customs clearance facilitation at aviation ports. The notice proposes to optimize and improve the 7×24 customs clearance guarantee system for major aviation ports that meet the conditions, such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing region. Continue to improve the international aviation logistics network, strengthen resource support such as air rights and time slots, cultivate internationally competitive business entities, improve the accessibility and agglomeration radiation level of international aviation hubs and regional aviation hubs, enhance the international passenger and cargo transportation service guarantee capabilities of aviation ports, and expand and strengthen the "Air Silk Road". To thoroughly implement the spirit of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, implement the decisions and arrangements of the CPC Central Committee and the State Council, promote reform and development through opening up, actively create a market-oriented, law-based and internationalized first-class port business environment, further promote the development of international air passenger and cargo transportation, facilitate trade and personnel exchanges, and better serve high-level opening and high-quality development. With the approval of the State Council, the relevant matters are hereby notified as follows:
1. Further improve the customs clearance efficiency of import and export goods at air ports
(I) Strengthen the customs clearance service guarantee of major air ports.
Optimize and improve the 7×24 customs clearance guarantee system of major air ports with conditions such as Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing area. Continue to improve the international aviation logistics network, strengthen resource support such as air rights and time slots, cultivate business entities with international competitiveness, enhance the accessibility and agglomeration radiation level of international and regional aviation hubs, enhance the international passenger and cargo transportation service guarantee capabilities of air ports, and expand and strengthen the "Air Silk Road". In response to the demands of enterprises, targeted exploration and implementation of the "direct loading" of export cargo aprons and the "direct lifting" of import cargo aprons at qualified aviation ports. (III) Improve the operational efficiency of aviation port terminals.

Priority will be given to supporting the establishment of air forward cargo stations in comprehensive bonded areas. Formulate and publicize the time limit standards for on-site apron loading and unloading, warehousing and cargo distribution of air port operating service enterprises. Optimize the operation process to reduce the secondary transfer or repeated security inspection of outbound cargo. (IV) Support air ports to carry out multimodal transport in depth.
Improve the layout of distribution networks such as expressways and trunk roads, expand the cargo distribution function, support enterprises to promote the development of land, sea, air and rail multimodal transport through transportation modes such as truck flights, promote multimodal transport "one order system" and "one box system" and other service models, strengthen public information exchange and sharing, and better play the radiation and driving role of air ports. Optimize the cross-border e-commerce supervision model and support cross-border e-commerce transit exports. II. Further improve the efficiency of entry and exit personnel at air ports
(VI) Innovate the supervision of international through-flight business.
Support airlines to expand through-flight business at international hub airports, expand the coverage of through-flights, and support direct check-in services for transit baggage. Actively promote telecommunication quarantine of international flights, and declare entry and exit flights through electronic systems. Except for special circumstances such as risk control and abnormal declaration, boarding inspections will no longer be performed. (VII) Improve the convenience of customs clearance for entry and exit personnel.
At qualified aviation ports, steadily promote the implementation of convenient measures for 24-hour direct transit passengers and direct round-trip crew members to be exempted from border inspection procedures. Further optimize policies such as connecting transit for foreign passengers, port visas, mutual visa exemptions, transit visa exemptions, unilateral visa exemptions, and regional entry visa exemptions. Support the promotion of the "full entrustment" model, where airlines accept passenger authorization and cooperate with customs for unpacking and inspection, and further improve the customs clearance experience for passengers. (VIII) Speed up the handling of inbound passenger luggage.
Upgrade and transform relevant information systems to support the transmission of information on checked baggage items between enterprises and customs. Optimize the machine inspection process for inbound passenger luggage, support aviation ports to implement the model of advance machine inspection for inbound luggage, and gradually expand the scale of advance machine inspection applications and the coverage of baggage sorting lines. Customs with the necessary conditions are encouraged to explore and carry out the "double pre-inspection" pilot for inbound hand luggage and checked luggage to improve the customs clearance efficiency of luggage items. Improve the level of risk classification and grading supervision of passenger luggage. Support the construction of special pre-inspection areas for transit luggage and waiting areas for transit passengers, and improve the service guarantee process. (11) Promote the optimization of air cargo security system.

(XV) Strengthen the management of the list of charges at air ports.
