II. Guangdong Province Action Plan for Accelerating the Cultivation and Development of New Tracks to Lead the Construction of a Modern Industrial System (2026-2035)
Recently, the General Office of the Guangdong Provincial People's Government issued the "Guangdong Provincial Action Plan for Accelerating the Cultivation and Development of New Tracks to Lead the Construction of a Modern Industrial System (2026-2035)."
Policy Interpretation: Currently, Guangdong is vigorously promoting the upgrading of 11 traditional industries, including electronics, machinery, and chemicals, while also strengthening emerging industries such as new energy, new materials, aerospace, low-altitude economy, and bio-manufacturing. It is also vigorously developing key future-oriented industries such as sixth-generation mobile communication, embody intelligence, and quantum technology. This focus on cultivating 53 new tracks represents a refined selection and strategic extension of Guangdong's modern industrial system. The selection of these new tracks prioritizes Guangdong's existing resources, including strong innovation platforms and innovative enterprises, as well as clear policy guidance, support pathways, and objectives.

III. *Administrative Measures for Civil Aviation Pre-Flight Plans*
Recently, the Civil Aviation Administration of China (CAAC) Operation Monitoring Center organized the revision of the CCAR-73 *Administrative Measures for Civil Aviation Pre-Flight Plans*.
Policy Interpretation: The revised draft expands to six chapters and forty-nine articles, adding a separate "Chapter Four: Supervision and Management." It unifies "airline operator" as "civil aircraft operator," and classifies flights into three categories: scheduled flights, unscheduled transport flights, and general aviation flights. For the first time, it defines more than ten terms, including pre-flight plans, scheduled flights, unscheduled transport flights, general aviation flights, navigation plans, and flight schedules, eliminating ambiguities in implementation. General aviation flights are explicitly defined as all civil aviation flight activities other than scheduled flights and unscheduled transport flights, including ferry flights, training flights, test flights, verification flights, and official flights (new Article Four). The new regulations also significantly simplify and optimize the application and approval processes for various flight plans, particularly benefiting general aviation. The revised draft of the new regulations comprehensively and substantially increases the penalties for various violations, demonstrating a "zero-tolerance" regulatory stance.
