June 12, 2026 (Civil Aviation Resource Network): According to Bloomberg, Kenya has officially awarded a $2.9 billion contract to China Communications Construction Company (CCCC) for the expansion and modernization of Nairobi's Jomo Kenyatta International Airport. The project aims to upgrade the infrastructure of East Africa's largest airport.

This contract was signed after a previous 30-year concession agreement between Kenya and India's Adani Airport Holdings was cancelled.

Under the previous agreement, Adani was originally slated to finance and operate the large-scale airport upgrade project, but the proposal was ultimately withdrawn due to public opposition and legal challenges related to governance and sovereignty.

Under the new agreement, CCCC will be responsible for engineering, procurement, and construction (EPC) related work, focusing on expanding the terminal capacity and airside infrastructure of Nairobi International Airport, Kenya's main international gateway.

This collaboration marks Kenya's shift from a long-standing private concession model to a state-led financing structure, funded by the Kenya National Infrastructure Fund (NIF). Kenyan authorities are increasingly positioning the NIF as a core platform for large-scale infrastructure investment. Part of the funding for the airport upgrade project comes from the proceeds of the privatization of the Kenya Pipeline Company, which were injected as seed capital into the Kenya National Infrastructure Fund. Additionally, planned commercial loans (secured by future airport user revenue) will also provide some funding.

China Communications Construction Company (CCCC) already has a broad business presence in Kenya's transportation and public infrastructure sector. This airport contract further deepens the company's involvement in the country's development projects.

The Nairobi Airport expansion plan comes at a time of increasingly fierce competition in the East African aviation market. Ethiopia is pushing forward with its mega-airport project near Addis Ababa, and Rwanda is also collaborating with Qatar Airways to expand its aviation hub capacity.
