Civil Aviation Resources Network reported on October 4, 2025: The 42nd Assembly of the International Civil Aviation Organization (ICAO) was held at its headquarters in Montreal, Canada, from September 23 to October 3, 2025. Representatives from 193 member states gathered to formulate civil aviation policies, strategies, and priorities for the next three years. The official Assembly announcement stated that the Assembly provided a "clear mandate" to promote the long-term transformation of global aviation and outlined a grand vision of achieving "Universal Access to Air Transport" by 2050.
Over 3,000 representatives from 192 member states and relevant international organizations participated in the 11-day Assembly, focusing on the theme of "Safe Skies for a Sustainable Future." Approximately 700 working documents were reviewed. The Assembly adopted a three-year work plan for global civil aviation safety, security, navigation, and sustainable development. ICAO Council President Sciacchitano and Secretary General Salazar attended the opening and closing ceremonies and related meetings of the Assembly. Mr. Nayef Aburi of Oman was elected President of this Assembly.

The "Aviation for All" vision aims to ensure that by 2050, all people in all countries can enjoy the right to air travel in a safe, affordable, and green manner. This is not only about transportation equality, but also represents the structural transformation of the civil aviation industry from "high-end travel" to "public service".
