The International Civil Aviation Organization (ICAO) Has Revised International Standards—through Revisions To 12 Annexes in Different Batches And The Approval Of New Air Navigation Service Procedures—meteorology.

         The International Civil Aviation Organization (ICAO) has revised international standards-through revisions to 12 annexes in different batches and the approval of new air navigation service procedures-meteorology.

On March 28 and April 2, 2025, the 12th and 14th sessions of the 234th Council of the International Civil Aviation Organization (ICAO) respectively considered and approved different batches of revisions to 12 annexes and a new Air Navigation Services Procedure – Meteorology. These include:

**The 82nd revision to Annex 3, International Air Navigation Meteorological Services, involving structural adjustments to Annex 3, the Space Meteorological Information Service, Quantitative Volcanic Ash Information and International Airway Volcano Surveillance (IAVW), the ICAO Meteorological Information Exchange Model (IWXXM), the World Regional Forecasting System (WAFS), and the refinement of the definition of meteorological authorities and the introduction of a new definition of meteorological service providers.**

**The 50th revision to Annex 6, Aircraft Operations, Part I – International Commercial Air Transport – Aircraft, involving aligning the references in the annexes with the new Air Navigation Services Procedure – Meteorology (PANS MET, Doc 10157).

**The 42nd revision to Annex 6, Aircraft Operations, Part II – International General Aviation – Aircraft, involving aligning the references in the annexes with the new PANS MET.** Annex 6, Part III, "Aircraft Operations" - "International Operations - Helicopters," revised for the 26th time, involves revising the references in the annex to the new PANS MET.

Annex 10, Volume I, "Aeronautical Telecommunications" - "Radio Aids to Navigation," revised for the 94th time, involves: Advanced Receiver Autonomous Integrity Monitoring (ARAIM), Global Positioning System (GPS), Galileo System, Satellite-Based Augmentation System (SBAS), Ground-Based Augmentation System (GBAS), Distance Measuring Instrument (DME), and spectrum allocation planning for Instrument Landing System (ILS), Very High Frequency Omnidirectional Beacon (VOR), Distance Measuring Instrument, and Ground-Based Augmentation Systems.

Annex 10, Volume II, "Aeronautical Telecommunications" - "Communication Procedures Including those with Air Navigation Service Status," revised for the 94th time, involves subsequent revisions to Annex 10, Volume III, "Communication Systems," updating the Aeronautical Telecommunications Network (ATN)/Internet Protocol Suite (IPS) requirements, and subsequent revisions to Annex 3, "International Air Navigation Meteorological Services," and the new PANS MET provisions regarding space weather information services.

Annex 10, Volume III of *Aeronautical Telecommunications* – 93rd revision, addresses updates to requirements for the Aeronautical Telecommunications Network (ATN)/Internet Protocol Suite (IPS) regarding IPS mobility across multiple media, naming and addressing, IPS security, Quality of Service (QoS), system management, and overall transition.

Annex 10, Volume V of *Aeronautical Telecommunications* – 91st revision, addresses frequency use for Avionics In-flight Communications (WAIC), Instrument Landing Systems (ILS), Very High Frequency Omnidirectional Beacons (VOR), Distance Measuring Equipment (DME), and Ground Enhancement Systems (GBAS).

Annex 11, Air Traffic Services, 54th revision, refines the definition of meteorological authorities, introduces a new definition of meteorological service providers, and references the new PANS MET.

Annex 14, Airports, Volume I of *Airport Design and Operations*, 18th revision, addresses airport design, visual aids to navigation, ground services, apron management services, and obstacle limiting surfaces (OLS).

Annex 14, Volume II – Heliports, undergoes its 10th revision, concerning the accreditation and safety management system (SMS) for heliports, as well as obstacle limitation surfaces and visual aids (lighting) related to heliports.

Annex 15, Aeronautical Information Services, undergoes its 44th revision, involving subsequent revisions to Annex 3 concerning space weather information services.

The first edition of the Air Navigation Services Procedures – Meteorology (PANS-MET) shifts the provision of meteorological information and services from a "product-centric" approach to an "information-based" system-wide information management (SWIM) environment; it also transfers technical specifications from Annex 3 to PANS-MET, making the provisions of Annex 3 more stable.

These annexes will take effect on August 4, 2025. Annex 3, concerning quantitative volcanic ash information, will apply on November 26, 2026; Annex 14, Volume I, concerning ground services, will apply on November 26, 2026, and concerning obstacle limitation surfaces, will apply on November 21, 2030; all other provisions will apply on November 27, 2025. The first edition of the "Air Navigation Services Procedures - Meteorology" will apply on November 27, 2025.
