The Suzhou Municipal Party Committee's "15th Five-Year Plan" proposal, recently released, suggests promoting research and feasibility studies on a civil transport airport in Suzhou.
This marks the second time Suzhou has mentioned its civil airport in a key five-year plan document, following its "14th Five-Year Plan" outline.
Suzhou has been planning the construction of a civil airport for many years.
In November 2014, the Suzhou Development and Reform Commission, in response to a letter through the "Mayor's Mailbox," stated that from the late 20th century to the early 21st century, the Suzhou Municipal Party Committee and Government established a special team to fully assess the feasibility of airport construction and had also made relevant efforts to gain support from the national and provincial governments. However, due to national and provincial airport layout considerations and related airspace issues (Suzhou is located on routes between Pudong and Hongqiao airports), Suzhou did not yet meet the conditions for building a large-scale civil airport.
In February 2017, the National Development and Reform Commission and the Civil Aviation Administration of China jointly issued the "National Civil Transport Airport Layout Plan," which did not include Suzhou's civil airport.
In August 2020, the Ministry of Transport issued the "Opinions on Jiangsu Province's Pilot Work in Building a Strong Transportation Nation, including Quality Engineering," listing "accelerating the planning and construction of Suzhou Airport" as one of the pilot contents and implementation paths; however, the relevant text was soon deleted. In response to inquiries, the Ministry of Transport explained that Suzhou should focus its pilot project for building a strong transportation nation on the development of its hub economy, better developing modern logistics, equipment manufacturing, and related industries. Regarding Suzhou Airport, relevant departments and the local government are conducting in-depth research and feasibility studies.
In March 2023, the Suzhou Municipal Transportation Bureau, in response to public supervision suggestions, revealed that after communication with relevant higher-level departments, the "National Civil Transport Airport Layout Plan" might be adjusted in the later stages of the 14th Five-Year Plan, but no specific timeframe was given.
In January 2025, the State Council approved the "Suzhou Municipal Territorial Spatial Master Plan (2021-2035)," explicitly designating Suzhou as one of the national comprehensive transportation hub cities. The plan proposes conducting in-depth research on the layout of Suzhou's civil transport airport at an appropriate time.
Last September, the Comprehensive Planning Department of the Suzhou Municipal Transportation Bureau stated in a reply on the "Suzhou 12345 Sunshine Convenience Website" that it was promoting the inclusion of Suzhou's civil transport airport in relevant national-level plans.
Currently, no relevant progress information has been publicly released.
