Carlisle Airport, located about 20 miles west of Harrisburg, has a 4,000-foot runway. The airport lacks a control tower, so pilots communicate their flight intentions via public radio frequencies.

The National Transportation Safety Board (NTSB) and the FAA will investigate the incident.
