On March 27, the 23rd meeting of the Standing Committee of the 16th Beijing Municipal People's Congress passed the "Regulations on the Management of Unmanned Aerial Vehicles in Beijing," which will take effect on May 1, 2026.
The Regulations clarify that the entire administrative area of Beijing is designated as controlled airspace for unmanned aerial vehicles. All outdoor flight activities involving unmanned aerial vehicles require application; no flight activity may be conducted without approval.
The full text of the Regulations is as follows:
Article 1 These Regulations are formulated in accordance with the "Civil Aviation Law of the People's Republic of China," the "Anti-Terrorism Law of the People's Republic of China," the "Interim Regulations on the Management of Unmanned Aerial Vehicle Flights," and other laws and administrative regulations, in light of the actual situation in Beijing, in order to strengthen the management of unmanned aerial vehicles in Beijing and safeguard the security of the capital.
Article 2 The municipal and district people's governments shall strengthen the management of unmanned aerial vehicles within their respective administrative areas and urge relevant departments to perform their duties in accordance with the law.
The municipal public security organs are responsible for guiding and supervising the safety management of unmanned aerial vehicles in Beijing, working with relevant departments to implement national and municipal regulations on safety and prevention management, and conducting policy publicity and guidance services.
The municipal market supervision, transportation, emergency management, education, science and technology, economy and information technology, agriculture and rural affairs, landscaping and greening, sports, as well as postal, railway, civil aviation, and communications departments shall strengthen the management of unmanned aerial vehicles (UAVs) according to their respective responsibilities.
Article 3 Owners of UAVs shall register and activate them in accordance with relevant national regulations.
Existing UAV owners shall proactively cooperate with the public security organs to complete information verification within three months from the date of implementation of these regulations. If the owner is an organization, a designated UAV manager shall be appointed.
Specific methods for information verification shall be formulated by the municipal public security organs in conjunction with relevant departments.
Article 4 The entire administrative area of this city is designated as UAV controlled airspace. All outdoor flight activities involving UAVs require application; no flight activities may be carried out without approval.
Flight activity management shall be carried out in accordance with relevant national regulations.
The city may designate special flight sites for flight activities with demand, taking into account safety and actual needs.
Article 5 The sale or rental of UAVs and their core components to units and individuals within the administrative area of this city is prohibited.
E-commerce operators shall take effective measures to implement the provisions of the preceding paragraph.
The list of core components of unmanned aerial vehicles (UAVs) shall be formulated by the municipal economic and information technology department in conjunction with relevant departments.
Article 6 The transport or carrying of UAVs and their core components into the administrative area of this city is prohibited; except for existing UAVs that have completed real-name registration and information verification and are carried by the owner or manager.
Article 7 The storage of UAVs and their core components in this city shall comply with the following provisions:
(1) The establishment of storage sites for UAVs and their core components within the area within the Sixth Ring Road of this city (including the Sixth Ring Road) is prohibited;
(2) Storage sites for UAVs and their core components outside the Sixth Ring Road of this city shall meet safety standards and pass a safety assessment by the public security authorities;
(3) The construction of new storage sites for UAVs and their core components within the administrative area of this city is prohibited.
The specific methods for the identification standards, safety standards, and assessment of storage sites shall be formulated by the municipal public security authorities in conjunction with relevant departments.
Article 8 The illegal production, assembly, splicing, and modification of unmanned aerial vehicles (UAVs) are prohibited in this city; the illegal hacking of UAV operation control systems and alteration of UAV factory performance and parameters are also prohibited.
Article 9 In the following circumstances, where the purchase, transportation, or storage of UAVs and their core components is truly necessary, special protection will be provided after a safety assessment conducted by the municipal public security organ in conjunction with relevant departments:
(1) For the needs of counter-terrorism and stability maintenance, disaster relief, major events, etc.;
(2) For the needs of schools, research institutions, and production enterprises for teaching, technology research and development, production, etc.;
(3) For the needs of agricultural and forestry production, etc.;
(4) For the needs of sports training and competitions, etc.
Specific measures for special protection will be formulated by the municipal public security organ in conjunction with relevant departments.
Article 10 During major national events, the public security organ may, based on actual security and control needs, take temporary management measures such as centralized sealing of UAVs and their core components owned by units and individuals. The owners or managers of the UAVs and their core components shall cooperate.
Article 11 Units and individuals who discover violations of the regulations governing unmanned aerial vehicles (UAVs) and report them to the public security organs or other relevant departments, and whose reports are verified, shall be rewarded.
Article 12 Violations of Article 3, Paragraph 2, Article 5, Paragraph 1, and Article 6 of these regulations shall be ordered to be rectified by the public security organs; in serious cases, the UAV and its core components shall be confiscated, and individuals may be fined between 500 and 5,000 yuan, while units may be fined between 1,000 and 10,000 yuan.
Violations of Article 4, Paragraph 1 of these regulations shall be ordered to cease flight by the public security organs and may be fined up to 500 yuan; in serious cases, the UAV used in the illegal flight shall be confiscated, and a fine of between 1,000 and 10,000 yuan shall be imposed.
Violations of Article 5, Paragraph 2 of these regulations shall be ordered to be rectified by the market supervision department and may be fined between 10,000 and 100,000 yuan; for e-commerce platform operators who violate these regulations, a fine of between 20,000 and 100,000 yuan may be imposed.
Violations of Articles 8 and 10 of these Regulations shall result in the confiscation of the unmanned aerial vehicle (UAV) and its core components by the public security organs. Individuals may be fined between 500 and 5,000 yuan, and organizations may be fined between 1,000 and 10,000 yuan.
Article 13 Violations of Items 1 and 3 of Paragraph 1 of Article 7 of these Regulations shall result in the closure of the storage site and a deadline for the disposal of the UAV and its core components within the storage site by the public security organs. Individuals may be fined between 500 and 5,000 yuan, and organizations may be fined between 5,000 and 50,000 yuan. If the disposal is not completed within the deadline, the UAV and its core components shall be confiscated.
Violations of Item 2 of Paragraph 1 of Article 7 of these Regulations shall result in the order for rectification by the public security organs. Failure to rectify shall result in the confiscation of the UAV and its core components. Individuals may be fined between 500 and 5,000 yuan, and organizations may be fined between 5,000 and 50,000 yuan.
Article 14 Violations of these Regulations that constitute a violation of public security administration shall be punished according to law; those that constitute a crime shall be prosecuted according to law.
Article 15 The management measures for self-powered flying toys and airborne objects shall be formulated by the municipal people's government according to actual needs.
Article 16 These regulations shall come into effect on May 1, 2026.
