On September 9, the Financial Development Bureau of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin officially issued the *Measures for Supporting the High-Quality Development of the Aircraft Leasing Industry through Hengqin-Macao Collaboration* (hereinafter referred to as the "Aircraft Leasing Support Measures"). Through various support measures, the Bureau aims to cultivate and develop the aircraft leasing industry in the Cooperation Zone, expand business related to domestically produced aircraft and the aviation aftermarket, and deepen the collaboration between the financial leasing sectors of Hengqin and Macao.
The measures will come into effect on September 30, 2026, and remain valid until December 31, 2030.
**Cultivating the Aircraft Leasing Industry**
The *Aircraft Leasing Support Measures* encourage various market entities to conduct bonded direct leasing and bonded subleasing businesses within the Cooperation Zone. Support based on actual rental income is provided for both business establishment and ongoing operations, thereby driving the clustered development of aircraft leasing activities in the zone.
Simultaneously, focusing on the revitalization and cross-border circulation of aviation assets, the measures provide tiered support for key business activities. These include the transfer of overseas aircraft leasing assets to the mainland with continued lease agreements, the importation of used aircraft from overseas for operating leases, lease modifications for the re-leasing of existing bonded aircraft within the mainland, and operating leases for "passenger-to-freighter" converted aircraft. These initiatives aim to further diversify the types of aircraft leasing businesses in the Cooperation Zone and accelerate the cultivation of the local aviation finance industry.
**Expanding Cross-Border Service Scenarios**
The *Aircraft Leasing Support Measures* provide targeted support for Macao-related business activities, such as aircraft leasing for Macao-based lessees and aircraft delivery completion in Macao. By facilitating the establishment of aircraft leasing businesses, the measures help Macao enhance its airport service capabilities and integrate into the global aviation asset allocation system.
Furthermore, the measures encourage market entities to explore innovative transaction structures for aircraft leasing between Macao and Hengqin. Targeted support is established for two-way subleasing businesses linking the two regions, leveraging Macao's role as an international gateway and the Cooperation Zone's advantages in cross-border finance to assist in the appropriate economic diversification of Macao.
**Supporting Domestically Produced Aircraft and the Aviation Aftermarket**
The *Aircraft Leasing Support Measures* provide targeted support for leasing businesses involving domestically produced civil passenger aircraft, thereby backing the national strategy for large domestically produced aircraft. In addition, the Cooperation Zone encourages the implementation of full-lifecycle management for aircraft assets; support is provided for the direct acquisition of older aircraft to conduct dismantling, modification, and used aviation component sales within the Zone, thereby driving the coordinated development of sectors such as leasing, trading, maintenance, dismantling, and the circulation of aviation components.
