Recently, Zhejiang Province issued the "Several Opinions on Building a Strong Civil Aviation Province at a High Level and Creating a Highland for Low-altitude Economic Development". The opinions propose that by 2027, a high-level civil aviation province and a highland for low-altitude economic development will be basically built with aviation services covering the whole province, global route networks, multi-modal and convenient airport hubs, high-energy agglomeration of aviation industries, leading low-altitude economy, and smooth and efficient industry governance. By 2035, a high-level civil aviation province and a highland for low-altitude economic development will be fully built.
The opinions propose that by 2027, Zhejiang will have 20 Class A general airports, 150 public drone landing and take-off fields, 2 million hours of annual low-altitude flights, 5 national low-altitude economic related pilots, and 11 provincial low-altitude economic pilots.
The opinions propose that a highland for low-altitude economic development should be created.
(I) Coordinate the promotion of new low-altitude infrastructure. Accelerate the construction of general airports and comprehensively deploy facilities such as drone landing and take-off fields, test fields, and smart base stations. Deploy low-altitude communication, surveillance, navigation, meteorology and other facilities, build an integrated low-altitude digital base across the province, build a low-altitude operation and supervision service platform, and create a low-altitude intelligent network that integrates intelligent perception, surveillance, and control. Set up low-altitude routes in layers to meet the needs of test flights and regular operations of manned and unmanned aircraft.
(ii) Actively expand low-altitude application scenarios. Promote the application of low-altitude aircraft in public service fields such as transportation, public security, emergency, medical care, agriculture, water conservancy, maritime affairs, and electricity, and support Hangzhou, Jiaxing, Shaoxing and other places to take the lead in promoting the "low-altitude + urban governance" scenario application. Vigorously develop "low-altitude + logistics", create a drone e-commerce logistics service brand, and explore the application of new aircraft in inter-city transportation and short-distance transportation in mountainous areas and islands. Actively promote new low-altitude cultural tourism consumption.
(iii) Optimize the low-altitude economic development ecology. Establish a low-altitude airspace collaborative management mechanism, activate low-altitude airspace resources, and improve the efficiency of low-altitude airspace use. Establish a low-altitude government service system and build a low-altitude operation supervision and service mechanism that encourages innovation, is inclusive and prudent. Establish relevant norms and standards system for low-altitude economy. Build a "safety base" to protect the development of low-altitude economy and enhance the public safety management capacity of drones. Strengthen the research on low-altitude economic development policies, establish a statistical monitoring system for low-altitude economic industry, and strengthen industrial operation monitoring.
(IV) Implement low-altitude industry chain supplementation and strengthening. Draw a low-altitude industrial chain map and attract leading enterprises in the chain to settle in Zhejiang. Encourage state-owned capital platforms to layout low-altitude industries and guide social capital to invest in drone manufacturing, application and other fields. Support relevant "chain leader" enterprises to integrate and innovate in the fields of "low-altitude + logistics", "low-altitude + vision" and "low-altitude + new materials". Vigorously develop low-altitude economic information services and give birth to new formats. Promote the extension of traditional manufacturing, new energy manufacturing and other industries to the low-altitude manufacturing field, and accelerate the formation of a complete low-altitude economic industry chain such as motors, batteries, flight control, and materials.
(V) Actively carry out low-altitude economic pilot projects. Support qualified regions to strive to create relevant pilot demonstrations for national low-altitude economic development. Carry out provincial-level low-altitude economic development pilot projects and support the inclusion of low-altitude economy in the cultivation focus of future industrial pilot areas. Carry out comprehensive operational pilot projects for innovative applications of domestic general aviation equipment.
