According to CCTV News, the Standing Committee of the National People's Congress passed the newly revised Civil Aviation Law on December 27, which will take effect on July 1, 2026.

The Civil Aviation Law is the fundamental law regulating civil aviation activities. It aims to safeguard national airspace sovereignty and civil aviation rights, ensure the safe and orderly conduct of civil aviation activities, and protect the legitimate rights and interests of all parties involved in civil aviation activities.

This newly revised law consists of 16 chapters and 262 articles. This revision implements the decisions and deployments of the Party Central Committee, adapts to the new situation and requirements of civil aviation development, and enriches and improves various institutional measures for regulating civil aviation activities, ensuring civil aviation safety, and supporting the development of the civil aviation manufacturing, transportation, and low-altitude economies. It is of great significance for promoting the high-quality development of the civil aviation industry.

The newly revised Civil Aviation Law strengthens the management of civil unmanned aerial vehicles (UAVs). It clarifies that those engaged in the design, production, import, maintenance, and flight activities of civil UAVs must apply for and obtain an airworthiness certificate from the civil aviation authority under the State Council in accordance with relevant national regulations, except for those that are not required to obtain an airworthiness certificate according to regulations. Organizations engaged in the production of civil unmanned aerial vehicles (UAVs) shall, in accordance with relevant national regulations, assign a unique product identification code to each UAV they produce.

To further strengthen civil aviation safety, the newly revised Civil Aviation Law explicitly prohibits the installation of lasers that could affect the use of airport visual navigation aids, provides a specific list of prohibited behaviors that could affect the airport's electromagnetic environment, and stipulates that air transport enterprises and civil airports may take corresponding measures when their safety operation capabilities are insufficient.

In addition, the newly revised Civil Aviation Law also improves relevant clauses regarding legal liability.
